Lucy is a leader in international development and the Founder of IBM Global Insights, established in 1996 to promote global economic growth through strategic research and consulting.

She has served as an Associate Professor at the University of Maryland, Baltimore County, and has also taught African Studies in Senegal and Ghana, where she focused on cultural studies and the socio-environmental impacts of drought-related migration. Here, she submitted a research proposal to USAID to help these communities.

Lucie also dedicated eight years as a board member of the International Consortium on Governmental Financial Management, advancing transparency and effective public financial systems globally.
